What UN 38.3 Actually Is
UN 38.3 is the section of the United Nations Manual of Tests and Criteria that lithium batteries must pass before they can be transported, by air or by sea, as cargo. It is a transport requirement, not a market approval, and it applies to cells and to batteries at the level they travel. The tests are run once on a design, and the resulting summary follows the product through its life. Because the document chain starts at the manufacturer, the buyer's job is to collect the right papers before the goods move, and this page is the checklist for that collection.
The Eight Tests in Brief
| Test | What it does |
|---|---|
| T1 Altitude | Simulates transport at low pressure |
| T2 Thermal | Cycles the sample across a hot and cold range |
| T3 Vibration | Shakes the sample at transport frequencies |
| T4 Shock | Applies mechanical impacts in each axis |
| T5 External short | Applies a short circuit at a specified resistance |
| T6 Impact or crush | Deforms the cell and watches for failure |
| T7 Overcharge | Overcharges rechargeable batteries and observes the response |
| T8 Forced discharge | Drains cells against their protection and observes the outcome |
The Document Checklist Before Each Shipment
- The UN 38.3 test summary for the exact battery model, in the form the regulations describe, with the laboratory and the report identification visible
- The safety data sheet for the product
- A dangerous goods declaration naming the UN number and class, signed by a trained and appointed person
- A packing list showing quantity and gross weight per package
- A commercial invoice whose goods description matches the declaration
- Evidence that the forwarder holds dangerous goods certification for the mode
- Any carrier-specific approvals for the lane, collected in advance rather than at the counter
Marks, Labels and Package State
- The Class 9 lithium battery label on the outside of each package
- The UN number and proper shipping name: UN 3480 for lithium-ion batteries alone, UN 3481 for batteries packed with or contained in equipment
- Orientation and handling marks where the mode requires them
- Terminal protection inside the package, so no conductive contact can form in transit
- A state of charge within the limit for the mode; air transport of standalone lithium-ion batteries on cargo aircraft is limited to a 30 percent state of charge
Air and Sea Are Different Jobs
Air transport runs under the IATA dangerous goods rules, where packing instructions separate batteries alone from batteries with equipment and cap quantities per package. Acceptance checks at airlines are strict, and a shipment that arrives with a mark missing on one carton can be refused as a whole. Sea transport follows the IMDG Code, generally accepts fuller loads and costs less per unit of energy, at the price of transit time. The rules change often enough that the binding version for a lane should come from the forwarder in writing for the shipment at hand.
Common Reasons Shipments Stop
- A test summary that names a different model than the goods being shipped
- The wrong UN number on the declaration, usually the 3480 versus 3481 distinction
- Marks present on some cartons and missing on others
- State of charge above the air limit, discovered at acceptance
- A forwarder without a dangerous goods desk, who declines the booking after production is already packed
Every item on this list is cheap to prevent and expensive to discover. The prevention is the checklist above, run before the container is booked rather than after it is stuffed.
Buyer Actions Before Each Shipment
- Match the test summary to the model and revision being shipped
- Confirm mode, lane and state-of-charge limits with the forwarder in writing
- Verify the mark set on the actual cartons, not on the packaging specification
- Photograph the pallets, the marks and the closed doors as the record
Where YueQi Fits
YueQi New Energy, based in Zhongshan, Guangdong, shows the UN 38.3 and CE marks on its storage product literature and provides certificate copies on request for the documents that apply to each model. The lane-specific packing plan, mark set and document pack for an order are to be confirmed in writing with the shipment file, so the goods, the declaration and the papers in the envelope tell the same story.
